Under the patronage of and in the presence of H.E. Sheikh Abdullah Bin Nasser Bin Khalifa Al Thani, Minister of State for Internal Affairs, The International Association of Chiefs of Police (IACP) 1st Middle East and North Africa (MENA) Regional Executive Policing Conference hosted by IACP MENA Regional Office under Qatar Ministry of Interior was inaugurated on Tuesday, 18/11/2008 morning at Intercontinental hotel in Doha, State of Qatar.
Police chiefs and security officials from various countries around the world especially from the Middle East and North Africa along with high security officials and other dignitaries from Qatar and directors of various departments of the ministry of interior attended the inauguration ceremony.
The two days conference will discuss different security issues of high importance at the present time.
In the conference started with recitation of holy Qura'n, Staff Major General. Saad Bin Jassim Al Khulaifi, Director General of Public Security and president of IACP MENA Regional Office delivered a speech in which he welcomed the audience warmly and thanked them for their kind presence in the IACP MENA Regional conference responding to the invitation from the Ministry of Interior.

Staff Major General. Al Khulaifi stressed on the important and vital role that played by the IACP in the framework of its security message that aims at enhancing the cooperation and activating the communication among security organizations around the world through its conferences and meetings to discuss and exchange technical expertise in the field of combating crime and its prevention.
" The conduction of this conference in Doha as one of the activities of IACP MENA Regional Office comes in the framework of concern by the wise leadership of H.H. Sheikh Hamad Bin Khalifa, The redeemed Emir of Qatar and Sheikh Tamim Bin Hamad Al Thani, Heir Apparent and follow up by H.E. Sheikh Abdullah Bin Nasser Bin Khalifa Al Thani, Minister of State for Internal Affairs who have been prominent supporters and encouragers for initiatives of this kind as it have positive results at national, regional and international level" Director General of Public Security and President of IACP MENA Regional Office said in the welcome speed. He also voted thanks for sponsors of IACP conference.
Russell B. Laine, President of IACP who delivered the inaugural speech expressed his sincere thanks for Qatar represented by the Ministry of Interior especially H.E. Sheikh Abdullah Bin Nasser Bin Khalifa Al Thani, Minister of State for Internal Affairs and Staff Major General. Saad Bin Jassim Al Khulaifi, Director General of Public Security for their swift efforts invested in the formation of the IACP Regional Office covering the Middle East and North Africa region.

About the role of IACP at international level, Russell B. Laine said "The IACP has been playing an important role in a time when the whole world faces security challenges especially from terrorism and drugs issues in addition to many others. The meetings and conferences attended by the police chiefs and officials of security agencies is a great chance to exchange expertise and to discuss various issues and to find out solutions. As the different agencies of the police are concerned with the protection of the society, We have to work jointly towards facing challenges".
During the speech, Russell B. Laine added " The IACP welcomes its members and invite all policemen to join with IACP".
After the inauguration ceremony, Kim Dong UK, Inspector General at anti cyber crimes section of Korean National Police presented the first paper on "Combating terrorism through internet" . The session was directed by Lt. Mahmoud Salah Dasouqi, Head of financial crimes at Criminal Search Department.
Kim Dong gave a detailed explanation about the principles of cyber crimes and how it is related to the economy and how it impact on the security. He also stressed that "The cyber crimes are all kinds of crimes carried out through internet whether they are related to finance or not even the 90% percentage of the crimes are cyber crimes.

"An excellent cooperation exists between Qatari Ministry of Interior and South Korean Police in the field of countering cyber crimes, exchanging information and data on cyber crimes and its dangerousness and also on the criminals who carry out those crimes" The Korean national police expert added.
Introducing the cyber crimes section of Korean National Police to the audience, Kim Dong UK added "The cyber crimes section of the Korean National Police was started before 11 years with four staff after the attack on two financial towers. After this incident, The South Korean Police started cooperation with Interpol and also with some countries like Australia, Japan, Hong Kong and Qatar. The cyber crimes section consists of 4 teams as Investigation and criminals follow up team, Technical support team which researches about cyber crimes, criminal legislation and International communications teams".
